There is a part on the incoming water supply of most houses around here that almost nobody knows about. A modern installation is limited to 500 kPa of static pressure at any outlet, and the device that does that is a pressure limiting valve. It is mechanical, its service life is commonly put at eight to twelve years, and when it goes it usually fails open, which means nothing breaks and nothing warns you. The property simply reverts to whatever the main is delivering, and everything downstream starts working harder than it was designed to. Sydney plumbers generally charge somewhere between $100 and $150 an hour. That range is accurate and it will not help you budget, because the hours are the unknown. We quote the finished job instead, before starting.

The practical relevance is more recent than that: the housing here was built out mainly from the 1960s through the 1990s, which means a great many properties are still on the pressure limiting valve that was fitted when the house was built or last re-plumbed.
By the pattern rather than by any single symptom. A tap that keeps dripping however many washers go into it. A second tap starting to do the same. Water hammer that was not there before. An appliance inlet valve failing early. Individually each of those looks like its own small problem. Together they are a pressure question, and it is answerable in five minutes with a gauge on an outside tap. A number ends the argument, and we will not guess at it over the phone.
